Ex Wakf council secy counters Naqvi’s claim of Gps-enabled mapping of Waqf properties

GPS mapping of Waqf properties is being done on war footing claims minority minister Naqvi , however former Central Waqf Council secretary questions the claim.

New Delhi: The Central government on Thursday claimed that the digitisation of all the state Waqf boards has been completed and a Geo Tagging/GPS mapping of Waqf property is being done on war footing by the prominent institutions. There are about 6 lakh 64,000 registered waqf properties spread across the country.

Questioning the claims, a former secretary of Central Waqf Council said digitization work of waqf records is yet to be completed in a transparent manner.

Addressing an orientation programme, organised by Central Waqf Council for officials of State Waqf Boards here today, Union Minister for Minority Affairs Mukhtar Abbas Naqvi said that about 6 lakh 64,000 registered waqf properties are spread across the country.

He further claimed that “Digitisation of all the state Waqf boards has been completed. A Geo Tagging/GPS Mapping of Waqf property is being done on war footing by prominent institutions of the country”.

All the State Waqf Boards have been provided video conferencing facilities.

“For the first time after Independence, the Government has constructed infrastructure on a large scale for socio-economic and educational activities and skill development projects on Waqf properties across the country”.

Our diligent campaign of digitisation of Waqf records has made a large number of these Waqf properties free from the clutches of vested interests and Waqf mafia, he further claimed.

Naqvi said that the process has been started to establish Waqf Boards in Jammu-Kashmir and Leh-Kargil.

While taking a serious note of bungling and encroachment of Waqf properties by Waqf Mafias in several states, he said the state governments have been asked to take strict action against such Waqf mafias. A team of Central Waqf Council will visit these states in this regard, he added.

However, former CWC secretary Qaiser Shameem, who piloted the Waqf digitization scheme in 2010, said no government is sincere about the protection of waqf properties.  He said the digitization programme of waqf properties was launched during the then UPA government in 2010 and it was supposed to be completed in 2013 but it has been dragged to till date. He further pointed out that there is no-skilled staff in state waqf boards to carry out such a hi-tech task.

During my tenure as the secretary of the CWC, I hired the services of a Bhopal-based institute of personnel management for capacity-building of Waqf staff working in  the different state waqf boards but the then minority minister K Rehman Khan  terminated the contract when he assumed the charge, Shameem said.

He also questioned the efficacy of Geo Tagging/GPS Mapping of Waqf properties. Explaining with an example, he said that supposed a waqf property area is recorded 100 acres but in actual possession it is only 25 acres then which remaining land will be mapped through satellite imagery?

During his speech, the Minority Affairs Minister Naqvi also touched upon the developmental progammes being run in the minority concentrated districts across the country. He boasted that earlier only 90 districts of the country had been identified for Minority communities’ development but now the government has expanded development programmes for Minorities in 308 districts, 870 blocks, 331 towns and thousands of the villages of the country.
