The President of the People’s Democratic Party (PDP), Mehbooba Mufti, has strongly criticized the Jammu and Kashmir administration for issuing an order warning government employees of potential disciplinary actions if they engage in demonstrations and strikes to push for their demands. Mufti described the order as “outrageous” and indicative of a dictatorial mindset within the administration.

“LG admin’s blanket ban on peaceful protests by government employees reeks of a dictatorial mindset. Stifling voices of reason in a democracy is unacceptable. Threatening them with dire consequences and disciplinary action is outrageous,” Mufti said on X.

Mufti’s statement came in response to the order issued by the Union Territory administration on Friday, cautioning government employees against participating in planned agitations and demonstrations. The order underscored that engaging in such acts could result in disciplinary actions as per the Jammu and Kashmir Government Employees (Conduct) Rules, 1971.

According to the 1971 rules, government employees are explicitly prohibited from resorting to strikes or supporting them in any way, especially in matters related to their service or the service of other government employees.

“The aforesaid provision of law is not merely declaratory in nature and shall definitely entail consequences in the event of any such employee found immersive in such acts,” the order said.
